An act relating to services during a state of

emergency; amending s. 287.056, F.S.; authorizing the

Department of Management Services to enter into state
5
term contracts for the provision of building code
6
inspection services and debris removal services;
7
creating s. 468.634, F.S.; authorizing individuals to
8
work in specified positions if they meet certain
9
requirements; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

Section 1. Subsection (4) of section 287.056, Florida
14
Statutes, is renumbered as subsection (5), respectively, and a new subsection (4) is added to that section, to read:

287.056 Purchases from purchasing agreements and state
17
term contracts; vendor disqualification.—
18
(4) For the purposes of recovery following a natural
19
disaster that is subject to a state of emergency declared by the
20
Governor, the department may enter into and maintain state term
21
contracts with multiple vendors for the purpose of performing
22
building code inspection services, as defined in s. 553.791, and
23
debris removal services, and make such services available to
24
local governments during a state of emergency.

Section 2. Section 468.634, Florida Statutes, is created
26
to read:

468.634 Certification by endorsement during a state of
28
emergency.—

(1) Notwithstanding any other law, a person may act in any
30
of the following positions under the direction of the local
31
building official, for a period of 1 year from the date of a
32
declaration of a state of emergency issued by the Governor for a
33
natural emergency, if such person has entered into a state term
34
contract pursuant to s. 287.056, is qualified for such work in
35
any state that has a mutual aid agreement pursuant to s.
36
252.40(2), or has held a valid license for such work in any
37
state for 5 years immediately before the date of the
38
declaration:

(a) Building code inspector.

(b) Building inspector.

(c) Coastal construction inspector.
42
(d) Commercial electrical inspector.
43
(e) Electrical inspector.
44
(f) Mechanical inspector.
45
(g) Plumbing inspector.
46
(h) Residential electrical inspector.
47
(i) Residential inspector.

(j) Plans examiner.
49
(k) Building plans examiner.
50
(l) Plumbing plans examiner.
51
(m) Mechanical plans examiner.
52
(n) Electrical plans examiner.

(2) As used in this section, the term "natural emergency"
54
means an emergency caused by a natural event, including, but not
55
limited to, a hurricane, a storm, a flood, a severe wave action,
56
a drought, or an earthquake.

Section 3. This act shall take effect July 1, 2026.
