An act relating to the Alzheimer's Disease Awareness

Initiative; creating s. 430.5016, F.S.; requiring the
4
Department of Elderly Affairs to contract for the
5
development and implementation of the Alzheimer's
6
Disease Awareness Initiative; providing requirements
7
for the initiative; providing requirements for the
8
type of entity with which the department contracts;
9
requiring the Alzheimer's Disease Advisory Committee
10
to make certain recommendations to the department and
11
the Legislature annually; providing an effective date.

Be It Enacted by the Legislature of the State of Florida: Section 1. Section 430.5016, Florida Statutes, is created
16
to read:
17
430.5016 Alzheimer's Disease Awareness Initiative.—
18
(1) The Department of Elderly Affairs shall contract for
19
the development and implementation of the Alzheimer's Disease
20
Awareness Initiative. The initiative must provide an opportunity
21
for residents of this state affected by Alzheimer's disease and
22
related forms of dementia to obtain information that is
23
validated by national research.
24
(2) The initiative must, at a minimum:
25
(a) Include a website and other related electronic
26
resources that address all of the following:
27
1. The advantages of early detection and diagnosis.
28
2. How to reduce risk factors.
29
3. The importance of brain health.
30
4. The importance of talking to a heath care provider
31
about being screened and assessed for Alzheimer's Disease and
32
related forms of dementia.
33
5. How to promote healthy aging.
34
6. Recent developments in Alzheimer's and related forms of
35
dementia research and the availability of clinical trials.
36
7. Community resources available for those affected by the
37
disease and related forms of dementia.
38
8. Any related topics deemed appropriate by the
39
department.

(b) Use the department's Alzheimer's Disease and Related
41
Dementias Resource Guide as a part of the initiative materials.
42
(c) Promote health care provider education in partnership
43
with the Department of Health to help improve care and services
44
for patients with Alzheimer's disease and related forms of
45
dementia in accordance with s. 381.825.
46
(d) Include print, digital advertising, and advertising on
47
social media platforms.

(e) Include a statewide mobile in-person outreach program
49
that prioritizes those in underserved communities and provides
50
information on issues relating to Alzheimer's disease and
51
related forms of dementia, including, but not limited to, brain
52
health, risk education, and early detection and diagnosis. The
53
program may also provide referrals to the department and provide
54
information regarding any available community resources relating
55
to Alzheimer's disease and related forms of dementia.

(3)(a) The entity with which the department contracts for
57
the Alzheimer's Disease Awareness Initiative must be a statewide
58
nonprofit organization that:
59
1. Has a history of focusing on those affected by
60
Alzheimer's disease and related forms of dementia, and their
61
care and support, including providing online resources to
62
caregivers and people living with the disease and through
63
community-based events.

2. Has the organizational capacity to manage a statewide
65
initiative and successfully carry out the requirements of this
66
section.

(b) The entity must collaborate with other relevant state
68
agencies and private organizations to develop and implement the
69
initiative.
70
(4) The Alzheimer's Disease Advisory Committee shall
71
annually evaluate and make recommendations to the department and
72
the Legislature concerning the need for future funding for the
73
Alzheimer's Disease Awareness Initiative each year as a part of
74
its annual report.
75
Section 2. This act shall take effect July 1, 2026.
