A resolution designating October 15, 2026, as

"National Pregnancy and Infant Loss Remembrance Day"

in Florida.

WHEREAS, the loss of an infant is a devastating occurrence,
7
yet many parents and families feel they cannot talk openly about
8
such grief and trauma due to social and cultural taboos against
9
miscarriage, stillbirth, and medical complications, and
10
WHEREAS, in 1988, the United States Congress chose the
11
month of October as "Pregnancy and Infant Loss Awareness Month,"
12
and President Ronald Reagan subsequently issued a proclamation
13
observing this month, and
14
WHEREAS, on September 28, 2006, the United States Congress
15
passed Concurrent Resolution 222 supporting the goals and ideals
16
of National Pregnancy and Infant Loss Remembrance Day, and
17
WHEREAS, the United Nations Inter-agency Group for Child
18
Mortality Estimation, led by UNICEF, reported that, in 2023,
19
approximately 2.3 million newborns died in their first month of
20
life and that nearly 1.9 million stillbirths occurred globally,
21
equivalent to roughly one stillbirth every 17 seconds, and
22
WHEREAS, the American College of Obstetricians and
23
Gynecologists estimates miscarriage is the most common form of
24
pregnancy loss, with as many as 26 percent of all pregnancies
25
ending in miscarriage, and
26
WHEREAS, among the approaches to combat infant mortality is
27
Florida's Healthy Start program, which offers home visits,
28
parental education, stress management education, and care
29
coordination services to pregnant women and families of young
30
children and, through its manifold services, strives to reduce
31
risk factors associated with preterm labor, low birth weight,
32
infant mortality, and poor developmental outcomes, and
33
WHEREAS, National Pregnancy and Infant Loss Remembrance Day
34
is a day to shatter the culture of silence surrounding infant
35
and pregnancy loss and to help parents and their families defy
36
the social and cultural taboos against disclosing and
37
remembering the loss of their young ones, NOW, THEREFORE,

Be It Resolved by the House of Representatives of the State of
40
Florida:

That October 15, 2026, is designated as "National Pregnancy
43
and Infant Loss Remembrance Day" in Florida.
