1 House Resolution

2 A resolution recognizing the importance of business,

3 trade, tourism, and cultural cooperation between the

4 State of Florida and the Province of Québec.

6 WHEREAS, the State of Florida and the Province of Québec

7 maintain an established economic and cultural relationship

8 supported by trade, tourism, educational exchange, and

9 institutional cooperation, and

10 WHEREAS, Québec residents represent a portion of Florida's

11 international visitors, including tourists and seasonal

12 residents, contributing to the tourism industry and local

13 economies across this state, and

14 WHEREAS, tourism spending by visitors from Québec has

15 historically exceeded $2.5 billion annually, excluding capital

16 investments, supporting employment and economic activity in

17 Florida's hospitality, retail, real estate, and service sectors,

18 and

19 WHEREAS, communities with substantial Québec seasonal

20 residents, including areas such as coastal Broward County, host

21 French-language businesses, media outlets, and cultural

22 activities reflecting Francophone heritage, and

23 WHEREAS, Florida and Québec institutions participate in

24 educational and cultural exchanges, including university

25 partnerships, study abroad programs, and student exchanges that

26 support academic collaboration and cultural engagement, and

27 WHEREAS, governmental entities in Florida and Québec have

28 engaged in cooperative efforts related to environmental issues,

29 including climate resilience, climate change adaptation, and

30 sustainable development, as reflected in memoranda of

31 understanding and partnerships involving Florida local

32 governments and Québec counterparts, and

33 WHEREAS, these cooperative efforts include exchanges

34 related to resilience technology as well as energy, clean

35 technologies, and environmental management, drawing on Québec's

36 experience in hydropower energy and Florida's work, through the

37 Office of the Ocean Economy at Florida Atlantic University, and

38 WHEREAS, Québec-based companies operate in Florida and

39 Florida-based companies maintain investments and partnerships in

40 Québec, with bilateral trade between Québec and Florida totaling

41 approximately $2.6 billion in 2024 and increasing by

42 approximately 33 percent over the past 5 years, NOW, THEREFORE,

44 Be It Resolved by the House of Representatives of the State of

45 Florida:

47 That the House of Representatives recognizes the importance

48 of business, trade, tourism, and cultural cooperation between

49 the State of Florida and the Province of Québec and acknowledges

50 the ongoing economic, educational, and institutional

51 relationships between the two jurisdictions.
