A resolution expressing appreciation for the sister
3
state relationship and bilateral economic and cultural
4
ties between the State of Florida and Taiwan.

WHEREAS, the Taiwan Relations Act was signed in 1979, which
7
codified into law the basis for continuous commercial and
8
cultural relations between the people of the United States and
9
Taiwan, and
10
WHEREAS, the administration of Taiwan continues with its
11
integrated diplomacy proposed by Foreign Minister Lin Chia-Lung,
12
demonstrating that Taiwan works to safeguard freedom and
13
diplomacy, and
14
WHEREAS, Taiwan is the United States' fifth-largest
15
merchandise trading partner as well as this state's ninth-
16
largest bilateral merchandise trading partner in the Asia-
17
Pacific region, and exceeded a GDP growth rate of 7 percent in
18
2025, and
19
WHEREAS, in September 2025, the Beef Working Group of the
20
2025 Taiwan Agricultural Trade Goodwill Mission visited Florida
21
to understand the advantage of this state's cattle industry,
22
which underscored Taiwan's commitment to strengthen beef trade
23
with this state, and
24
WHEREAS, the Florida Leadership Mission to Asia, approved
25
by Governor Ron DeSantis and consisting of a delegation from
26
this state led by Secretary of State Cord Byrd and Secretary of
27
Commerce J. Alex Kelly, met with the Taiwan Ministry of Economic
28
Affairs in October 2025 to expand strategic cooperation and
29
advance collaboration in critical sectors between Taiwan and
30
this state, and
31
WHEREAS, since November 1, 2012, Taiwan has been a member
32
of the United States Visa Waiver Program, which enhances the
33
conveniences of two-way travel for business and tourism,
34
reflecting the cooperation between the United States and Taiwan,
35
and
36
WHEREAS, the launch of FORMOSAT-7/COSMIC-2 on June 25,
37
2019, a joint United States-Taiwan collaborative space mission
38
of a constellation of six satellites designed to enhance
39
atmospheric weather prediction, has demonstrated the mutual
40
benefit born from relations between this state and Taiwan, and
41
WHEREAS, Taiwan actively participates in 45
42
intergovernmental organizations, including the Asia-Pacific
43
Economic Cooperation and the World Trade Organization, and is an
44
observer or holds other statuses in 30 IGOs and their subsidiary
45
bodies, and
46
WHEREAS, the economic bonds between the United States and
47
Taiwan, which were embodied in the signing of the United States-
48
Taiwan Initiative on 21st-Centuriy Trade First Agreement
49
Implementation Act in August 2023, continue to flourish in the
50
extensions of the Economic Prosperity Partnership Dialogue
51
Memorandum of Understanding for an additional 5 years and in the
52
negotiation of the United States-Taiwan Agreement of Avoidance
53
of Double Taxation, and
54
WHEREAS, since the establishment of the Taipei Economic and
55
Cultural Office in Miami-Dade County in 1988, a 34-year-long
56
relationship between this state and Taiwan has developed, NOW,
57
THEREFORE,

Be It Resolved by the House of Representatives of the State of
60
Florida:

That the House of Representatives expresses its
63
appreciation for the sister-state relationship between the State
64
of Florida and Taiwan.
