An act relating to the Task Force on Artificial

Intelligence in Public Postsecondary Education;

creating the Task Force on Artificial Intelligence in

Public Postsecondary Education; requiring the task
6
force to convene by a specified date; providing the
7
purpose of the task force; providing for the
8
membership of the task force; providing duties of the
9
task force; requiring the task force to provide a
10
report to the Governor and Legislature by a specified
11
date; providing for the future termination of the task
12
force; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

Section 1. (1) The Task Force on Artificial Intelligence
17
in Public Postsecondary Education, a task force as defined in s.
18
20.03(5), Florida Statutes, is created adjunct to the Department
19
of Education. The task force shall convene no later than August
20
1, 2026, to review and make recommendations on the
21
opportunities, risks, and best practices presented by artificial
22
intelligence in academic instruction, research, and student
23
conduct within the State University System and Florida College
24
System.

(2) The task force shall consist of the following members:
26
(a) Faculty members appointed by the presidents of state
27
universities and Florida College System institutions,
28
representing a mix of disciplines including humanities,
29
sciences, and professional programs.

(b) Representatives of the Board of Governors of the State
31
University System.
32
(c) Representatives of the State Board of Education.
33
(d) At least one expert in artificial intelligence,
34
computer science, or data ethics appointed by the Governor.

(e) One representative from the Southern Regional
36
Education Board.

(f) One representative from the Division of Colleges
38
within the Department of Education.
39
(g) One student representative, who must be the President
40
of the Florida student association or the equivalent who is
41
serving on the Board of Governors of the State University
42
System.

(3) The task force shall:
44
(a) Examine the impact of artificial intelligence on
45
academic integrity, including plagiarism, contract cheating, and
46
the verification of student work.

(b) Review potential applications of artificial
48
intelligence in teaching, learning support, advising, grading,
49
accessibility, and research.

(c) Assess implications for privacy, intellectual
51
property, and data security when artificial intelligence tools
52
are used by faculty and students.
53
(d) Consider safeguards to protect academic freedom while
54
maintaining clear expectations for student conduct.
55
(e) Identify professional development, resources, and
56
training needs for faculty and staff to address the responsible
57
use of artificial intelligence in the classroom.

(f) Review national and international best practices in
59
higher education regarding artificial intelligence governance
60
and adoption.

(g) Recommend model policies for institutions to adopt
62
regarding the ethical and effective use of artificial
63
intelligence.

(h) Solicit input from faculty senates, student
65
governments, accrediting bodies, and industry representatives
66
with expertise in artificial intelligence and workforce
67
development.

(4) By December 1, 2026, the task force shall submit a
69
report to the Governor, the President of the Senate, and the
70
Speaker of the House of Representatives with its findings and
71
recommendations, including model policies and any proposed
72
legislation. The task force shall terminate upon submission of
73
the report.

Section 2. This act shall take effect July 1, 2026.
